Mr. Balfe is Senior Advisor to XMS, a boutique investment bank.  He is also an Adjunct Fellow at the Hudson Institute, where he consults primarily to the Office of the Secretary of Defense.  Previously, he started and headed Lazard Frères’ Anglo-American defense and aerospace practice.  Prior to that, he headed the investment banking operations of Troika Dialog and UFG in Russia.  He began his investment banking career at Robert Fleming, a leading UK investment bank focused on emerging markets.  He received an A.M. from Princeton University and his A.B. with high honors from the University of California, Berkeley.
